The phrase 'mind over matter' had been present for a long while but it gained popularity only in 1960s and 1970s. It was used in connection with the paranormal powers. It is a belief that a mind is more powerful than a body.
It's a proven fact that a normal human brain is utilized to a very minimal amount. It is also said that the sub-conscious part of our brain contains great power which we can control and then use to do splendid things. Mind over matter is one such phenomenon where our mind can literally use its power to control physical matter.
